Regulations

Employment of Minors

California is very strict in regards to the employment of minors in the entertainment industry. At a minimum, you must have Workers Compensation Insurance that covers all extras and actors (including minors) and an-entertainment permit to employ minors, which can be obtained for at no cost.

When employing minors, keep in mind that:

  • The production company is ALWAYS considered the employer not the casting agency (the only exception is lead actors, where they have negotiated their own contracts.
  • Under the California Labor Law, Minors, both extras and actors, are NOT considered independent contractors.

For further information, please contact the local District Office for the Division of Labor Standards Enforcement in Redding for a work permit for minors.

Insurance

Liability coverage in the amount of $1,000,000.00 is mandatory for all permits. You will be asked to provide the Certificate of Insurance which must name the applicable local, county, state or federal government as the additional insured.
